■ Terms and Conditions for Inbound Car Rental (Nishio Jidosha)

Article 1 (General Rules & Legality of the Business Model)

  1. These Terms and Conditions govern all matters concerning the self-drive rental car agreement provided by Nishio Jidosha (hereinafter referred to as "the Company") for inbound international tourists (hereinafter referred to as "the Renter").
  2. All vehicles provided by the Company are fully legal rental cars officially authorized under the "Self-Drive Motor Vehicle Rental Business" by the Kinki Transport Bureau of the Ministry of Land, Infrastructure, Transport and Tourism.
  3. Under this agreement, full responsibility for vehicle operation and on-road safety rests entirely with the Renter (the driver). The navigator provided by our partner company (合同会社 KANSAI DRIVING TOURS) accompanies the Renter solely to coach on Japanese traffic rules and assist with travel itinerary support; the navigator will never drive the vehicle under any circumstances (strictly avoiding illegal taxi/passenger transportation acts).

Article 2 (Rental Conditions & Required Documents on Site)
The Renter must present the "original physical documents" listed below to our staff on the day of vehicle pick-up. Copies, digital images, or smartphone screen displays are strictly invalid.

  1. Original valid driver's license from the Renter's home country.
  2. Physical International Driving Permit (IDP) booklet issued under the 1949 Geneva Convention, OR an official Japanese translation document issued by JAF as designated by Japanese law.
  3. Original valid Passport.

Article 3 (Refusal of Rental, Non-Refundable Policy & Digital Receipt)

  1. If the Renter fails to present any of the required documents specified in the preceding article, or if any falsification of documents is discovered on-site, the Company will 100% refuse the rental in accordance with Japanese law. In such cases, it will be treated as a severe breach of terms by the Renter, and 100% of the vehicle rental and tour fees will be forfeited as a cancellation fee. No refunds will be issued under any circumstances.
  2. For customer convenience and environmental sustainability (paperless policy), the Company utilizes an electronic receipt system. A digital receipt in PDF format will be automatically sent to the Renter's registered email address immediately upon successful advance payment. To prevent double-issuance under tax laws, physical paper receipts cannot be issued by hand on the day of the tour. Please save or print your digital receipt in advance.

Article 4 (Accidents, Liability & Insurance Coverage)

  1. The Company’s rental vehicles include standard, unlimited bodily injury and property damage liability insurance as required by Japanese law.
  2. In the event of an accident caused by the Renter's negligence, any insurance deductible (excess) must be paid in full by the Renter on the spot.
  3. If the vehicle is damaged due to an accident and the Company cannot use the vehicle for subsequent business operations, the Renter must immediately pay the following Non-Operation Charges (NOC), regardless of the scale of damage:
    • If the vehicle is safely driven back to the designated shop: A flat rate of 20,000 JPY
    • If the vehicle is undriveable and transported via tow truck: A flat rate of 50,000 JPY

Article 5 (Illegal Parking & Traffic Violations)

  1. If the Renter violates Japanese Road Traffic Laws (such as speeding or illegal parking) during operation, the Renter must immediately report to the police station on their own responsibility and pay all fines and related expenses in full.
  2. If the Renter leaves Japan without paying the traffic violation fines, the Company reserves the right to forcefully charge all incurred damages (including advanced fine payments and administrative fees) to the Renter's credit card used during the advance booking.

Article 6 (Special Provisions for Schedule Changes)
Any changes to the rental date (operation date) due to sudden changes in travel plans will be accepted free of charge up to 2 times, provided that a written email request is submitted to the partner reception window (合同会社 KANSAI DRIVING TOURS) at least 7 days prior to the original rental date. No change requests will be accepted 6 days or less prior to the tour, as vehicle maintenance and preparation are already finalized (this will be treated as a same-day cancellation and 100% forfeited).
